Memorandum on the illicit trade in Indian opium to Chine.

The Indian opium to which references have been made in various reports has been that in the raw state as it comes from India, the prepared opium which was formerly met with, prepared by the French Monopoly in Indo-China, or private boiling establishments in Kwong-Chow-Wan, has rarely been seen in Hongkong the last three years, Apart from very anall lots obviously intended for local consumption, the only appearance of this prepared opium has been very occasionally amongst large consignments intended for lanila or United States of America.

The Indian opium to which reference has constantly been found in documents examined the last three years

originates from the following sources -

(A) from Persia, to which country regular consignments have been made the last two years direct from India. One lot of 240 cheste was traced to Hacau, whither it was sent together with a large consignment of Persian opium in a specially chartered ship. Another lot was sent per 3.S. Tai Tak (100 chests in all) together with a consignment of Persian opium to the coast of China. This was probably

intended for Shanghai.

(B) from India direct either to Honkong or Shanghai in charge of members of the crews of various ships on the Calcutta China run. This opium is mostly that grom in

(C) from Indo-China by some unknown means; it has been possible to buy Indian opiwa in Saigon from some unknown source as proved by statements in documents examined this

year. There is no evidence so far that this opium is

obtained from the Official Monopoly.
